Putnam County approves multiple checks and a budget revision, amends opioid fund transfer

Putnam County commissioners on Jan. 14 approved a series of budget and spending orders, including a budget revision, payments from multiple restricted funds and an amendment to a previously approved opioid-fund transfer order.
County staff presented a budget revision to move $10,000 from capital outlay to dues and subscriptions in budget account 700; the commission approved the revision by motion and unanimous voice vote.
The commission then approved a series of checks and orders across funds. Recorded items included: - $16,500 payable from the Recreation Enhancement Fund to the town of Eleanor. - $18,437.24 payable from the Recreation Enhancement Fund to the town of Bancroft. - $99,795.78 payable from the Building Fund to Asphalt Contractors for payout No. 2 on the Putnam County Courthouse Campus Paving Project. - $18,867.10 payable from the Building Fund to Alpha Technologies for a Putnam County Commission veil replacement project (as stated in the meeting record). - $131,672.37 issued from the General School Fund to the General County Fund as reimbursement of jail costs for July 2006 through January 2007. - Hotel/motel-tax fund disbursements: $71,000 to the Convention and Visitors Bureau, $46,000 to Parks and Recreation Commission, and $25,000 to the Recreation Enhancement Fund. - $1,978 from the Technology Fund to Electronic Specialty Company for security camera control software upgrades. - $25,700 from the 911-07 Fund to Mount State Cabling Solutions for the Putnam County 911 Center building recabling project. - $4,431.40 from the Dog Fund to Help for Animals for spays and neuters for December. - $1,000 from the Water and Sewer Fund to Arthur Krinzel / Lehi Insurance Group for a highway permit bond for the Customer Ridge water line extension project. - $1,900 from the General County Fund to ACE Services LLC for portable restrooms at Putnam County Homecoming.
Each of those orders passed after a motion, second and unanimous “aye” vote as recorded on the meeting transcript.
The commission also amended and replaced a Dec. 17, 2024 order transferring $600,000 from the opioid fund. The Jan. 14 action ordered that checks issued from the Putnam County opioid settlement fund be made on a monthly basis not to exceed $600,000 payable to regional jail bill costs. The motion to amend passed unanimously.
Commissioners did not attach contingency conditions to the payments in the meeting record; staff will issue checks and process reimbursements according to existing fund rules.
