Mecklenburg County Board: elections, holiday schedule, planning extension, highway conveyances and logging license approved

The Mecklenburg County Board of Supervisors opened the meeting with routine organizational business and then took a series of formal actions that included officer elections, administrative approvals and several land‑ and contract‑related votes.
Jim Jennings was nominated and elected chair for calendar year 2025 and Andy Hargrove was elected vice chair; both elections were approved by voice vote. The board re‑adopted its rules of procedure and meeting schedule for 2025 and approved the meeting agenda and minutes from the prior meeting.
On an item related to land use review, staff and County Attorney representation advised the board that under Virginia law the Planning Commission has 60 days to issue a recommendation on certain zoning/compliance applications; if it fails to act the application is deemed approved. To avoid an automatic approval, the board adopted a resolution extending the Planning Commission’s review deadline through late March to allow additional February and March meetings for deliberation.
The board approved the county’s 2025 holiday schedule, following the Department of Human Resource Management (DHRM) recommendations, after brief discussion about whether additional days should be granted for certain holidays.
Several property and contract actions were approved. The full board accepted a committee recommendation and approved a bid from Caldwell Tanks, Inc. for a Bailey campus 600,000‑gallon elevated water storage tank in the amount of $3,534,000. The board adopted certificates of acceptance and resolutions to accept conveyances of right‑of‑way related to a Virginia Department of Transportation project to widen Route 92 near Chase City; meeting materials note Microsoft was substituted as a grantor of some deeded rights and that the county will record certificates of acceptance with the deeds. The board also adopted a revocable license allowing a private landowner, Lawrence Duggar, to cross approximately 40 acres of county‑owned property for timbering operations on adjoining property.
The board received a staff update that the Clarksville Elementary School project received a $6,500,000 award from the Virginia Department of Education; county staff said the payout mechanism requires a budget transfer to be advertised and that formal budget adjustments will appear for action next month. The board also noted the Parkview High School development project has advanced in the Virginia Department of Historic Resources review process: the state review board recommended the property be placed on the National Register of Historic Places, a first step toward eligibility for historic tax credits.
The board voted to appoint Adcock to the Lake Gaston Weed Control Council and approved the consent calendar. The board entered and later certified a closed session under the Virginia Code provision for discussion of real estate bargaining, then returned and adopted the required certification that only lawful exempt matters were discussed.
