Charter commission adopts procedural rules, sets public-comment policy and 3-minute limit

The Whatcom County Charter Review Commission adopted draft procedural rules (a brief summary of Robert’s Rules of Order) and detailed how it will take public comment during meetings at its Jan. 6 inaugural session.
The commission voted to adopt the packet’s draft rules after discussion of alternatives including the Sturgis manual. Commissioners debated whether to adopt rules before electing officers; the commission ultimately elected officers and later approved the draft procedural rules by roll call.
On public comment, the commission adopted a policy that general comments germane to the charter will be taken at the beginning of meetings. Comments that are specific to a particular agenda item may be taken at the time of that item at the chair’s discretion. The commission also set a 3-minute per-person time limit for public commenters and agreed sign-up procedures would be required; staff will publish sign-up instructions.
The votes were recorded in the meeting record: the public-comment structure was approved unanimously (15–0), and the draft procedural rules were approved with one abstention. Commissioners debated whether “tabling” should require a supermajority; that proposal failed and staff was asked to return with clearer language distinguishing tabling and postponement.
