Council approves Project Micro placement in multi-county industrial park and special-source revenue credit

Beaufort County Council approved two related ordinances on Jan. 13 to help bring Project Micro, a manufacturing operation, to the county: placing the project'site into an existing multi-county industrial park (MCIP) and entering a special source revenue credit (SSRC) agreement to lower the project's tax liability under state law.
John O'Toole, a county economic development staff member, told council the company plans roughly $7.1 million in capital investment and to create 42 jobs with an average compensation level the county described as more than $125,000. County staff estimated the project's three-year local sales impact at roughly $25 million and said the multiplier effect could generate additional jobs in the local economy.
As described at the meeting, Beaufort County will partner with Jasper County as the statutory host for the MCIP; Beaufort County retains about 99% of the tax benefit while the partner county receives roughly 1% under the standard MCIP arrangement the county uses. The SSRC was presented as a 20-year credit that reduces tax liability to make relocation and expansion more competitive; staff said the SSRC reduces the project's projected tax liability over 20 years from about $2.2 million to about $1.8 million.
Council members who spoke in support said the project would diversify the county's tax base beyond tourism and create family-sustaining jobs. Several councilmembers and staff credited county staff for helping Project Micro plan parcel layout and potential expansion so the employer would not be constrained during future growth.
Both ordinances passed on roll call: the MCIP placement (first reading/ordinance 2025/06) and the SSRC agreement (ordinance 2025/07). Council approved the SSRC unanimously at the meeting.
The SSRC and MCIP placement will require formal documentation and a subsequent executed SSRC agreement; staff will prepare final contract documents for the county administrator to sign as authorized by council.
