The Clearwater Community Redevelopment Agency voted Jan. 13 to extend the completion deadline for a previously approved loan‑to‑grant agreement with 949 Cleveland Street LLC to July 15, 2025.
Vicky Shire, CRA program manager, summarized the item: the original loan/grant for tenant improvements to create a coffee and dessert shop at 949 Cleveland Street was approved Feb. 18, 2020 for $187,632.50 and has received multiple extensions — five prior extensions through April 2024. The applicant requested a sixth extension on Nov. 14, 2024. Staff said the primary cause of continued delay was difficulty securing electrical power for the tenant space; a Duke Energy designer has been assigned and power installation was estimated to take two to ten weeks with full operation anticipated by March 2025.
Shire also said that Cleveland Street Market had not sustained direct structural damage in the storms but that storms caused broader supply and resource delays that slowed tenant buildout. Staff recommended the extension to July 15, 2025 to accommodate remaining work. Trustees praised the business owner’s persistence and approved the amendment to extend the final completion date.
Trustees moved and seconded approval and the chair called the ayes; the motion passed unanimously. Staff said they will monitor progress with biweekly check‑ins with the market’s regional manager and continue to work with the business owner.
