County selects design‑build team to develop crisis stabilization facility at Sovereign Center

Spokane County project staff recommended the Board of County Commissioners approve the selection of a design‑build team to advance the county’s crisis stabilization center project at the Sovereign Center.
Project staff said the county used an alternative delivery (design‑build) procurement. An RFP issued in November yielded seven proposals; screenings reduced that to three finalists who were interviewed and scored. The selection committee recommended Grant, Bernardo, Wilson and SCATech as the top‑scoring design‑build team based on past experience with similar facilities and project management capacity.
Staff said the award would move the county into a validation and design phase in which the team will evaluate reuse of existing buildings versus new construction, finalize site options and prepare cost estimates. Staff cautioned that validation can take several months and that construction is not expected to begin until 2026; a public opening would likely fall in 2026–27 depending on design and funding timelines.
Commissioners asked about permitting, zoning and whether the site supports the intended use; staff said zoning review and boundary issues were under review and that procurement for an operator will run in parallel with the design‑build validation phase. The team planned to issue a separate RFP for the facility operator to ensure clinical services and operations are aligned with the building design.
Staff said the county has set aside funding in earlier actions and will seek additional federal, state and private funding where available. No formal contract award was recorded in the briefing; staff requested the board authorize negotiation and contracting with the recommended design‑build team and to move to the next project phase.
