The Verona Common Council conducted an initial review on Jan. 13 of a concept plan for a proposed senior living facility (124 units) on the Methoon property west of County Highway M and south of Morningside Boulevard. The review was informational; no formal action or vote was required.
Council feedback: Council members generally supported the use, citing community need to allow residents to “age in place.” Council members recommended that resident and staff parking be located below grade where feasible to preserve green space and improve site aesthetics. Alders also urged stronger pedestrian and trail connectivity to County Highway M and adjacent parkland and recommended indoor/outdoor amenities such as garden courtyards, pickleball and better links to the Verona Senior Center to integrate residents into city programs.
Staff note: Planning staff clarified that memory care components are treated as community living facilities under state and local definitions and that the city’s local code contains a 25–100-foot buffer between similar community living facility uses; the applicant requested an exemption to that buffer and staff sought council feedback on whether the project’s mix of assisted living, memory care and independent living would be appropriate on the site. The council gave preliminary support to the concept and encouraged the applicant to refine circulation, parking and amenity details before a formal planned-development submission.
