The Planning Board continued the major commercial development (MCD) review for 111 Old South Road to the boardโs Feb. 10 meeting after members and public commenters raised questions about open space, stormwater recharge in the Zone 2 wellhead protection area and potential cumulative traffic impacts.
Why it matters: The parcel lies within the townโs wellhead-recharge district; the board and public asked for more detailed engineering analysis to demonstrate compliance with the bylaw standard in 139-12(g) and for an assessment of traffic implications in the larger area.
Issues raised - Green-space/open-space waiver: Commissioners expressed concern about granting an open-space waiver on what staff described as a relatively โclean slateโ parcel. One commissioner requested the applicant either meet the 20% open-space requirement or provide substantive justification why the waiver is needed.
- Stormwater and wellhead-recharge standards: Public commenters cited the wellhead-recharge requirement (transcript reference to "13 9 12 g") and asked the applicant to demonstrate that pre-treatment and recharge meet the bylaw standard (including a preference for open infiltration basins where feasible) and that 95% annual recharge can be achieved without degrading groundwater quality.
- Traffic and road improvements: A member of the public and DPW reviewers asked staff and the applicant to consider cumulative trip generation near the private ways and Old South Road and to coordinate potential sidewalk/crosswalk or access improvements with DPW and neighboring property owners.
Board action: The board voted to continue the MCD hearing to Feb. 10 and asked staff and the applicant to return with the town engineerโs review, specific stormwater and recharge documentation for the Zone 2 standards, and a clear landscape/green-space plan or justification for any waiver.
Next steps: Staff will request the missing engineering and water-company review documents, and the applicant will provide a stormwater/recharge demonstration and a revised landscape/open-space plan for the Feb. 10 hearing.
