Staff recommends no amendments to multifamily parking requirements in new UDO after comparative review

Staff presented sample test cases that compared required parking under the two codes for a variety of complex sizes and unit types. The 2024 UDO generally simplified the requirement by using a 1.5 spaces per one‑bedroom standard and two spaces for two‑or‑more bedrooms with additional half‑spaces as units scale, while the 1992 ordinance had more granular breakdowns, including an efficiency/senior living distinction.
Staff said the 1992 ordinance sometimes led to anomalous results — for example, senior living projects previously benefited from lower counts — and that the new UDO corrected those problems while providing similar or slightly reduced parking totals in many test scenarios.
Commissioners asked for clarity on what constitutes multifamily housing; staff said the building code defines multifamily as four or more dwelling units. Staff also explained that some projects that began under the old code retain vesting rights, so developments like Fishpond that started the application process earlier will be held to the older standards.
After the presentation, staff said they were not recommending amendments to the multifamily parking rules but invited questions and feedback from commissioners.
