The Architectural Board of Review voted to recommend and approve a set of amendments to village regulations covering contractor licensing, lawn-sprinkler rules, building-code provisions and new measures connected to electric vehicles and permit calculations.
Staff presented seven proposed code changes: four implement State of Illinois water-conservation requirements (prohibiting lawn-sprinkler use on consecutive days, requiring self-closing faucets in public lavatories, mandating water-recycling systems for car washes, and prohibiting certain open-loop/evaporative cooling systems); three are staff-initiated clarifications addressing contractor-license requirements (including proof of insurance and a process to consider revocation), specifying acceptable methods for calculating construction cost for permit fees (examples cited include RSMeans and ICC data), and giving the village flexibility to regulate electric-vehicle (EV) parking locations and detection technologies in garages where appropriate.
Staff emphasized the water-conservation items are state-mandated; the car-wash and closed-system air-conditioner rules were described as precautionary because the village currently has no such facilities. On contractor licensing, staff said the change is intended to codify current practice by requiring proof of insurance and a mechanism to consider license revocation in cases of misconduct. On permit fee calculations, staff proposed listing accepted methods to resolve disputes when a submitted construction cost appears unrealistically low.
Board members spent the most time on the EV and parking-garage discussion. Members asked whether the rules would apply to public and private (non–single-family) garages — staff said both — and raised concerns about enforceability in condominium settings where parking spaces are privately owned. Members discussed fire-control challenges posed by lithium-ion battery fires in EVs, the limits of traditional sprinkler systems, and operational questions about removing burning vehicles from garages (winch reach, access aisles, and tow procedures were discussed). The board also referenced changes in NFPA standards for parking garages and discussed possibly requiring battery-fire–specific detectors in some permits.
After discussion a motion to approve the proposed amendments as presented was made and seconded. A roll-call vote recorded unanimous approval by voting members.
Key changes approved include: (1) update lawn-sprinkler rules to meet state water-conservation standards; (2) require self-closing faucets in public lavatories; (3) require water-recycling systems for future car washes; (4) prohibit open-loop evaporative coolers; (5) codify contractor-license requirements including proof of insurance and revocation procedures; (6) specify acceptable methods for calculating construction cost for permit fees; and (7) authorize consideration of EV stall location and detection technologies when reviewing garage permits.
