City staff on Monday proposed changes to the City Commission's regular meeting agenda to reduce public confusion about comment timing and to make better use of elected officials' time when they attend.
Under the recommended changes, public hearings would appear earlier in the agenda (immediately after honors, awards and presentations) so members of the public and professional presenters could leave after the hearing if that was their only reason to attend. Staff also proposed adding a regular slot for federal, state and county elected-official updates and moving general public comment to the end of the meeting under a single heading such as "General Public Comment."
Why it matters: Staff said many attendees and presenters mistakenly speak during general public comment when the correct time to speak on a public hearing item is during the public hearing. Moving hearings earlier would reduce that confusion and allow consultants, petitioners and elected officials to participate without sitting through the entire agenda.
Process and next steps City staff noted the commission determines its meeting flow and that any change would be placed on a future commission agenda for formal adoption. The manager's office circulated a sample agenda showing the proposed order: honors/awards/presentations; public hearings; federal/state/county updates; public comment on agenda items; consent; regular business; general public comment; and adjournment. The manager's office said it would bring a finalized proposal back for adoption at the commission's second meeting of the month.
Commissioner reactions Commissioners generally supported the changes, citing efficiency for busy presenters and elected officials and clearer public expectations. Vice Mayor Sinclair said the proposed order would help consultants and officials who must travel to attend and reduce the burden of lengthy waits. Another commissioner suggested tightening language in the rules to label the end-of-meeting slot "General Public Comment" rather than "public comment on non-agenda items" to better reflect practice.
Ending: Staff will prepare a formal agenda amendment for the commission to consider at a future meeting and said it would publish the sample agenda and procedural guidance for the public ahead of that vote.
