Lisle board approves up to $96,390 for managed GIS services after questions about public access

The Village of Lisle Board on Jan. 13 approved an agreement with Baxter & Woodman Inc. for managed geographic information system (GIS) services in an amount not to exceed $96,390, and asked staff to report back on public-facing map access and board access to GIS data.

Village Manager presented the consent-agenda item describing recent GIS accomplishments attributed to the consultant, including migration to live authoritative county data, consolidation of multiple internal databases, updates to industry standards, and expanded secure login access for users. The agreement was listed on the consent agenda as item H.

Trustee Greco asked three questions: whether the village’s Esri-based GIS is available to residents online, whether trustees can be granted user access, and whether there are active projects or a wish list that should be considered when budgeting. Manager’s office said staff would follow up with details about the public-facing portal, the number of available licenses, and pending consultant projects.

Board members and staff discussed DuPage County’s Parcel Viewer as a public resource that uses the same county-backed parcel base data; the board was told that county parcel data powers much of the village’s mapping and that the village hosts zoning layers at lyle.maps.arcgis.com. Staff said some operational datasets are restricted and that they would provide links and a report to the board describing what is publicly available and what requires consultant access.

After the discussion, the board voted to approve the Baxter & Woodman agreement. The motion passed on a roll call vote with all members voting in favor.
