Newberry narrows 2025 state legislative requests, prioritizing electric redundancy and first-responder training

During its Jan. 13 meeting the City Commission reviewed a proposed 2025 state legislative agenda and directed staff to focus the city's appropriation requests on two priorities: (1) a new electric redundancy feeder to improve the city's electric reliability and (2) a first-responder/training facility. Commissioners agreed to reduce the proposed ask for the electric feeder to $600,000 and to pursue grant opportunities for the training facility.
City Manager Mike outlined staff recommendations and explained prior advice from legislative consultants that appropriation requests be limited (one, or at most two) and capped in the mid-six-figure range to increase chances of approval. Staff noted the city previously received an appropriation for the electric plant and that the governor has signaled fewer large appropriations this year.
Commissioners discussed several items on the staff's 25-item list, including Champion's Park fencing, wastewater funding, an AgTech incubator partner request, and other grant opportunities. Commissioner Coleman suggested removing a legacy baseball park appropriation from the list, and Commissioner Clark argued for prioritizing the training facility if $500,000 could fund a meaningful phase. After discussion, commissioners signaled agreement to pursue items 6 and 7 on staff's list (electric redundancy and first-responder training) with agreed adjustments to the dollar ask. Staff will prepare the formal appropriation paperwork and outreach to the legislative delegation and will provide support letters for partner agencies when appropriate.
The commission also directed staff to continue work on several grant applications already in process (for example, a DEP grant staff said was under consideration) and to coordinate with partners like FDOT and regional economic development entities on items they asked the city to support.
