Newberry awards Lift Station No. 8 conversion to Watson Construction; authorizes 10% change-order cap

The commission on Jan. 13 authorized the city manager to execute a contract with Watson Construction to convert Lift Station No. 8 to a manhole and construct a gravity sewer connection to Lift Station No. 7, consolidating two closely spaced pump stations.
Stephanie Poolhollow, the city's new purchasing specialist, presented the project background. She said the two lift stations are roughly 490 feet apart and converting station No. 8 to gravity sewer would allow consolidation and reduce ongoing maintenance. The project was included in the city's capital improvement program. The low responsive bidder was Watson Construction; the low bid came in approximately $10,000 under the project budget, and staff recommended awarding the contract and authorizing the city manager to execute it with a 10% contingency not to exceed for change orders.
Jamie (utilities) was available to answer technical questions. On a motion from Commissioner Mazan and a second from Commissioner Clark, the commission approved the award by voice vote. Commissioners commended the new purchasing specialist on her first presentation.
Staff will execute the agreement and proceed with construction, with the manager authorized to approve change orders up to 10% of the contract amount.
