The vote on the statement of significant amendment passed by voice vote. The board then voted to approve and adopt the PHA five‑year plan for 2025–2029; the motion also passed by voice vote. The board did not record a roll‑call tally in the meeting transcript.
The plan will be submitted to the HUD field office for review after the board’s approval. Commissioner Montiel asked whether the plan had already been reviewed by the supervisor and other federal reviewers. "I just wanna make sure so it could be on record that this this has been approved by your supervisor naturally, right? This 5 year plan, it's all been approved by your supervisor, the federal government and all of that," Montiel said.
Maritza Cervantes, the housing authority director, told the board that HUD review occurs after local approval and that HUD (the field office) has previously returned the authority’s plan for revisions. "It will. That's what happened the last time when we had to redo the annual plan. There were a couple of discrepancies. We were missing a couple of things, and they sent it back," Cervantes said. She cited past changes tied to the authority’s administrative plan and inspection policies as examples that required resubmission.
Cervantes also described grant‑timelines the authority must respect. Regarding the 2023 grant she said, "we have to have those funds 90%, not the full amount, 90% of those funds have to be obligated by February 16" and added the authority has until 2027 to complete the work and disburse the funds.
The board opened the public hearing at the start of the meeting and closed it after hearing no comments. The approvals now move to the HUD field office for review; Cervantes said the field office will return the plan with required changes and a new deadline if revisions are necessary.
No formal amendments to the two motions were recorded during the meeting. The board adjourned after completing the agenda.
