The Spanish Fort Planning Commission voted unanimously to forward a positive recommendation to the City Council to rezone 10284 U.S. Highway 31 from R‑1 (single‑family residential) to B‑1 (professional business) for use as a bank with a drive‑thru.
City planning staff said the subject parcel, about 2.12 acres with frontage on U.S. Highway 31 and Eastern Shore Boulevard, had been approved previously for a business zoning classification but reverted to R‑1 under the city's reversionary zoning ordinance after it was not used for a permitted business use. Casey, a city planning staff member, told the commission the proposed bank is expected to have "little to no impact on the area" given existing commercial and light industrial uses nearby and the absence of immediate residential neighbors.
Casey also said the property was not shown on the comprehensive plan's future land‑use map because the area was outside city limits when the plan was created. He described the site's proximity to Rockwell Elementary School across U.S. Highway 31 and said staff judged the requested B‑1 zoning to be compatible with surrounding parcels.
There was no public comment at the hearing. A motion to forward a positive recommendation to the City Council carried on a roll call vote with all commissioners present voting yes.
