Council awards 4th Avenue reconstruction contract to Asphalt Specialties Co., 9-0

Brighton City Council unanimously approved a contract award for the 4th Avenue Reconstruction Project to Asphalt Specialties Company Inc., authorizing the city manager to execute the contract. The council voted 9-0 on the procurement item.
Public Works Assistant Director Christopher Montoya described the project as a joint effort with the utilities department to replace aging water lines and reconstruct pavement sections along 4th Avenue (approximately from Skill to Bromley Lane). Montoya said city crews discovered a number of thin pavement sections and localized alligator cracking where the subsurface has been saturated by repeated waterline repairs; some patches were only three to six inches thick. He said the corridor carries bus and heavy-truck traffic and that restoring the pavement to proper thickness will reduce ongoing maintenance needs.
Montoya said the utility work (waterline replacement) is expected to take about five months and the asphalt reconstruction about two to three months, for an overall project of about nine months. He said three responsive bids were received and staff recommended Asphalt Specialties as the lowest responsible bidder and a firm that has worked for the city previously.
The procurement resolution as read into the record lists a contract amount in the meeting text as “1,558,000, $558,817” (transcript wording); staff presented the recommendation and said Asphalt Specialties’ bid was significantly lower than alternatives. Council asked for timeline clarifications and for relocation of a fire hydrant that currently constrains a curb ramp at 4th and Bromley; Montoya said the hydrant work and ramp upgrades are part of planned intersection improvements and signal work tied to broader corridor projects.
Council member Green made the motion to approve the contract; Council Member Fiddler seconded and the council voted 9-0 to award the contract. Montoya said the city has budgeted work on the Bromley intersection and expects to coordinate reconstruction with other corridor projects to minimize repeated pavement disturbance.
