Council approves third amendment to Mile High Flood District IGA to fund Jordan Road tributary improvements

Town staff presenter Michael described the two‑phase project: Phase 1 (funded outside this IGA) improved an upstream regional detention pond and was completed in Q1 2024 and is under vegetation maintenance; Phase 2 (funded by the IGA amendment) will construct downstream drainageway improvements planned to begin in the first quarter of the year and take roughly four to six months, with revegetation continuing through permit closeout.
Michael said Phase 1 reduced peak flows for frequent storm events and improved outlet structures and maintenance access. He gave an example saying the ponds 2‑year peak discharge moved from prior higher values to 17 cubic feet per second after Phase 1 (staff presented flow comparisons as part of the briefing). The Phase 2 work will update floodplain analysis and mapping, improve conveyance to keep residential lots outside the regulatory floodplain, upgrade storm sewer outfalls, and improve sump conditions at Martingale Drive.
The 3rd amendment adds approximately $300,000 from the Mile High Flood District, bringing the districts overall contribution to near a 50/50 split; staff said the town is not contributing additional funds with this amendment and that there will be no impact to the town budget from the amendment itself. Staff recommended approval; council members thanked staff and the district for the partnership.
Action: Council approved ordinance number 9.338.3 on second reading by a 4‑0 vote. Staff listed construction timing as starting within months and estimated the main construction duration at four to six months, with revegetation continuing after construction.
