Stuart, the city’s service director, told the board the state requires an evaluation and appraisal of local comprehensive plans every seven years and staff found the city’s plan needs updates to meet current statutory and technical requirements. “Staff is recommending that we extend the planning horizon to 2045,” Stuart said, and described a set of housekeeping changes and several substantive updates across elements of the plan.
