Carefree council adopts four-year strategic plan prioritizing fiscal sustainability, town character and infrastructure

The Carefree Town Council unanimously adopted Resolution 2025-1, approving an updated strategic plan that sets the town’s priorities for fiscal years 2025–2029.

Mayor Crane and council members said the plan resulted from a series of council-staff workshops that included new and outgoing council members and outside consultants. The plan frames a vision, mission, organizational values (respect, transparency, accountability, excellence, collaboration and resilience) and a prioritized list of initiatives.

Key focus areas listed in the plan include fiscal sustainability (review of major contracts and long-term budgeting), economic opportunity (town‑center revitalization, façade programs, and market-position planning), preserving Carefree’s small‑town character (updates to design guidelines and zoning), performance improvements (policy manual and onboarding for council members) and infrastructure investments (garden master plan, culvert repairs and targeted street overlays). Mayor Crane explained the plan is intended to inform annual operating and capital budgets and is to be reviewed and adjusted annually.

Council members described the process as a useful exercise for a council that welcomed three newly elected members this term and emphasized that the plan is a "living document" that can be reprioritized as circumstances change.

Why this matters: The plan sets council direction for spending priorities and staff workloads and will guide upcoming projects and advisory-board formation. It also identifies near-term topics the council intends to address, including improving the town’s online portal and forming advisory committees such as a parks and open‑space committee.

The council approved the resolution by voice vote; the motion passed unanimously.
