Long Beach council ratifies emergency sewer replacement on Riverside Boulevard

The Long Beach City Council on Tuesday ratified an emergency contract to replace a collapsed sanitary sewer on Riverside Boulevard between East Hudson and East Fulton streets, approving the low bid of $130,700 from Mesito Contracting.
City Manager Dan Creighton told the council the section had fully collapsed and "was not a candidate for relining," and that because of the pipe depth—about 8 feet—staff could not perform the replacement in-house and sought three bids before awarding the emergency contract to the low bidder.
Russell Darius, who joined staff at the meeting, said the pipe is a 10-inch sanitary main located roughly 8 feet below grade and explained the work requires trench-safety equipment. "When you go down that deep in sand, the problem is that the walls typically collapse in on themselves," Darius said. He told the council the contractor must use trench boxes and follow the same construction standards as a non-emergency repair.
Council members asked about the pavement repair. Staff said the contract covers only the trench patch rather than curb-to-curb repaving, and the city will monitor the patch for settling and add the street to the resurfacing list if needed. City staff described the chosen repair as a 4.5-inch asphalt patch placed over a 6-inch crushed concrete (RCA) base; an alternative 11-inch asphalt lift was discussed but staff said seasonal conditions and substrate make the selected approach appropriate now.
A member of the public, Linda, pointed out that the draft resolution’s location language listed East Pine Street; council members agreed the packet language had been copied from an earlier resolution. The council voted to amend the resolution to replace the mistaken references with "Riverside Boulevard between East Hudson Street and East Fulton Street" before adopting the item.
The motion to adopt the amended resolution passed on a recorded roll call: Council member Bridal — yes; Council member Lester — yes; Council member Reinhart — yes; Vice President Miyamura — yes; President Finn — yes.
The council’s action ratifies the emergency replacement contract; staff said the work was necessary immediately because the line had collapsed and was not suitable for relining.
