Council removes one volunteer and appoints multiple members to boards, commissions and the reconstituted board of zoning appeals

Lancaster County Council took several personnel and volunteer‑management actions, removing one member from a citizen committee and appointing or reappointing volunteers to multiple boards and commissions.
Council voted unanimously, 7–0, to remove Mr. Trousdale from the Keep Lancaster County Beautiful Committee due to absences and because he had moved out of county; staff will advance existing applicants to fill that vacancy. The council then reappointed three members of the Indian Land Consolidated Fire Protection District whose terms had expired, and those reappointments passed unanimously.
Council also approved one application to the Airport Advisory Board (unanimous), advanced nominations and appointments to the Keep Lancaster County Beautiful Committee (voting to advance two nominees that evening while asking for additional information on remaining applicants), and filled multiple positions for the reconstituted Board of Zoning Appeals and the Planning Commission. Council chair Karnes and council member Mosteller led nominations for the zoning appeals and planning commission slates; the council voted unanimously to appoint Gary Alden, Mark Boland, Charles Deese and James Falconberry to the reconstituted Board of Zoning Appeals with staggered terms taking effect January 22, 2025. The council also voted unanimously to appoint Francis Lou (district 7) and Lynette Henson (to fill an unexpired term in district 3) to the Planning Commission.
Clerk and staff noted that, under the council’s updated volunteer management process, all board and commission appointments will now be voted by the full council. Staff also advised that some previously staggered appointment dates stem from earlier ordinances and can be synced to the council’s new June appointment cycle if the council chooses to amend ordinance language; in the interim incumbents may hold over until successors are qualified.
All volunteer‑management votes reported at the meeting were unanimous, and staff committed to updating the county website with current appointee information and to providing clearer application materials and residency information for future rounds.
