He described a potential municipal utility district (MUD) and said that a 600,000 gallons-per-day wastewater permit application had been filed with the Texas Commission on Environmental Quality (TCEQ). Holt said the discharge would flow through Cypress Creek into the Guadalupe watershed and raised concerns about water consumption, treated effluent quality (nitrates and potassium cited), and cumulative impacts considering existing reduced flows in local creeks.
Holt told the court he had attended meetings, would continue to monitor the permitting process, and wanted to circulate a draft resolution urging TCEQ to hold a public hearing. Other commissioners urged quick action, saying TCEQ can move quickly and that citizens may also petition for a hearing. County staff noted coordination with Kendall County and TCEQ contacts already aware of the county’s concerns.
