Committee approves liens for five properties for boarding, securing or demolition

The Elyria Finance Committee approved a resolution authorizing the certification of charges for boarding up, securing, and/or demolition for properties on an attached list to the Lorain County Auditor.

Building Official Thomas Farkas told the committee that the list included four subject sites with varied scopes: two full-house demolitions, one porch demolition and one detached garage demolition. He provided estimated costs for abatement, testing, removal and demolition and answered members' questions about contractor insurance, bonds and inspection procedures. Farkas said contractors are required to meet Elyria Codified Ordinance requirements and federal EPA regulations in demolition work.

Council members asked whether some partial demolitions involved occupied homes; Farkas said the two partial demolitions in this package were unoccupied but acknowledged there have been rare instances where occupied homes had to be condemned for life‑safety reasons before demolition. Council member Schneider requested that demo referrals and related backup be distributed to all council members at the time of receipt; the committee agreed to ask the clerk’s office to copy referrals to all members going forward.

The resolution to place liens for the listed charges was approved by voice vote.

Why it matters: Placing charges as liens recovers city abatement costs and documents municipal expenses on property tax records; the committee also clarified contractor oversight and documentation procedures.

Vote: Motion carried by voice vote; committee recorded an "Aye."
