Haslet approves $100,528 contract for Traffic Mitigation and Signage Phase 2; funding from CO fund interest

Haslet City Council on Jan. 13 approved a $100,528.61 contract with Traffic Highway Maintenance LLC for Phase 2 of the city’s 2024 Traffic Mitigation and Signage Plan, and authorized using interest earnings in Fund 26 (the certificate of obligation fund) to cover the cost.
“Interest earnings in fund 26 is 507, $507,277.84 at the end of December,” said Miss Lamb, city staff in the finance office, when the council discussed funding. Council members said they would use interest earned in the fund rather than the contingency line.
City staff said Phase 2 focuses on pavement markings and signage to reduce intersection blockage and follows Phase 1 work done in Latera subdivision, along Blue Mound Road and in Ashmore Farms. Staff noted the project required TxDOT approvals because work affects state right-of-way; TxDOT requires the city to advertise construction three weeks before work begins to notify the traveling public. The contractor estimated work could be completed in fewer than seven days once the poles and materials arrived; staff said the city would set the exact schedule at the pre-construction meeting and likely perform work at night for traffic control.
A motion to award the contract passed unanimously after a councilmember moved and Mayor Halsey seconded. Council amended the motion on the record to specify the contract will be paid from Fund 26 interest earnings.
Next steps: Staff will schedule a pre-construction meeting, publish the three-week TxDOT notice before construction, and post schedule information to the city website and message boards.
