District opens review of outsourced food service after staff resignations, quality concerns

Dave (operations) told the board the district is conducting an exploration of its outsourced food-service contract after operations staff flagged recent declines in meal quality and two contractor staff resignations.
Dave said the district is in year three of a five-year fixed-price contract with Sidesco/Sodexo (contract name in record: SIDESCO) and has noticed support and quality issues at multiple sites. He said the district formed a core group that includes nutrition staff and invited on-site visits from alternative providers to evaluate options. "All foodservice staff have been invited to participate in the process and they're really guiding our next steps," Dave said.
The district has ODE authorization to use a one-year noncompetitive contract as an interim option while it conducts a competitive procurement. Dave said options include issuing a 60-day termination notice to the incumbent and signing a one-year temporary contract with a different vendor while preparing a formal RFP next year, or remaining with the incumbent.
Dave provided a high-level financial summary for discussion: the presentation stated the district pays the contractor about $2.09 per meal and receives federal/state reimbursement of about $4.54 per meal; the difference covers staffing and program costs. Board members asked about fiscal trade-offs and whether changing contractors could raise costs; Dave said district staff are investigating and will return with comparative figures and scenarios.
No contract action was taken at the meeting; staff said they will return with more detailed cost comparisons and recommendations.
