Haslet City Council on Monday accepted dedicated easements needed for the Trinity River Authority HC6 Henrietta Creek 24-inch sanitary sewer line and awarded a construction contract to Acadia Services for the project.
City staff said the city spent about $181,000 to acquire the necessary easements and remains within the project budget for right-of-way procurement. “We've expended about a $181,000 to acquire these easements here, so we're within budget on the project,” said Mike Anderson, city staff, during the council presentation.
The council also approved the low construction bid of $1,384,967 and authorized a 5% construction contingency of $69,248.35. Anderson told the council the total project estimate, including soft costs and Fort Worth’s share, is about $2.3 million and that Haslet’s share (38.73 percent based on flows) would be roughly $981,000.
Why it matters: The line will serve portions of Fort Worth and Haslet and will eventually become part of the TRA system; accepting easements and awarding the contract allow the project to move into the construction and recordation phases.
Staff described the easement package as a mix of permanent easements, temporary construction easements and a permanent access easement from Lewis Lane. Anderson said easement number 5 had not yet been signed but checks to the property owner were ready. He summarized the procurement process and the cost split with Fort Worth, noting the city had budgeted roughly $200,000 for easements and has spent about $181,000 so far.
On bids, Anderson said 14 firms submitted proposals — an unusually high level of interest — and recommended Acadia Services because it is already working on a large nearby Fort Worth line. He recommended the 5% contingency to cover typical field issues, such as unexpected underground conflicts or conditions encountered during tunneling beneath Westport Parkway.
Councilmember Nare Holzinger moved to award the contract to Acadia Services for $1,384,967 plus the 5% contingency; the motion carried unanimously. Earlier, the council moved to accept and file the dedicated easements for record; that motion also passed unanimously.
Next steps: Staff will file recorded easement documents at the county courthouse and proceed to pre-construction coordination with the contractor and TRA. Council members said they were satisfied the project remains within the overall project budget and that earlier budget adjustments accounted for the larger-than-anticipated line size.
