Council approves guaranteed maximum price for Reimagined Romkey pool; construction to start spring 2025

Paula Feuchner, the Moorhead public works director, asked the council on Jan. 13, 2025, to amend the guaranteed maximum price with Gas Construction for the Reimagined Romkey park and pool project, a resolution the council approved by roll-call vote.
Feuchner said the city established a design team in 2024 that paired YHR Partners (lead architect) with Gas Construction as construction manager, enabling early-cost estimates and design adjustments. The city completed demolition of the existing pool and pool house in 2024 and installed the new pool-house foundation prior to freeze-up, Feuchner said.
Feuchner told the council the bids returned in December 2024 were favorable and allowed the city to include the planned amenities. The amendment to the construction-manager guaranteed maximum price includes construction fees and contingency funds and, according to Feuchner, is ‘‘completely within the budget and everything’s on track as far as schedule and budgeting.’’ She said construction is planned to start in early spring 2025 when weather allows and that substantial completion is expected in spring 2026 so the pool could open in 2026.
Council Member Heather Niesemeyer moved to approve the resolution; Sebastian McDougall seconded. The roll-call vote recorded yes votes from Ryan Nelson, Nicole Matson, Heather Niesemeyer, Emily Moore, Deb White, Lisa Borgen, Sebastian McDougall and Chuck Hendrickson; the motion carried.
Council members commended staff, and Feuchner thanked the design and construction teams and invited questions. The packet materials included site plans and renderings of the pool building and the overall park layout. Feuchner said work completed in 2024 (demolition and foundation) set the project up to begin full construction in 2025.
