Panama City approves two underground utility contracts totaling $251,840.40 using recovery grants

Panama City commissioners voted unanimously Dec. 30 to award two underground-utility contracts to Gulf Coast Underground (GCU), approving associated budget amendments funded with federal recovery grants.
The items approved were two push-button contract awards under the commission-approved contracts PC 24017 and PC 24018: $147,966.80 to camera and line the Ninth Street gravity main from Chestnut Avenue East to Drake Avenue (resolution 2024-1230.1), and $103,873.60 to camera and line the Sherman Avenue gravity main from West to Maple Avenue (resolution 2024-1230.2). Both motions passed on 4-0 roll calls.
City staff recommended approval of both requests; the agenda packet included background and the director of public works' recommendation. City staff told commissioners the work will be paid from state and local fiscal recovery funds and related budget amendments were read into the record before votes.
The commission approved the consent agenda earlier in the meeting, then voted separately on items 6A and 6B. The roll-call outcomes for each item were recorded as: Commissioner Street — yes; Commissioner Halligas — yes; Commissioner Granger — yes; Mayor Pro Tem Lucas — yes.
City staff said these projects are part of a broader push to complete grant-funded infrastructure work on an accelerated timeline. City staff also noted that all items in the meeting were funded from either ARPA (American Rescue Plan Act) or CDBG (Community Development Block Grant) awards and that certain ARPA funds had to be encumbered by Dec. 31.
No public speakers opposed the two contract awards during the meeting. The discussion on the consent items was brief and limited to standard procedural questions and a staff roll presentation of the resolutions.
The two resolutions read into the record were: Resolution 2024-1230.1 (budgeting of state and local fiscal recovery funds for the Ninth Street project) and Resolution 2024-1230.2 (budgeting of state and local fiscal recovery funds for the Sherman Avenue project).
