Edgewood awarded consultant contract for climate assessment and gap analysis under state grant

City planning staff briefed the council on a grant-funded climate assessment and gap-analysis contract during the Jan. 7, 2025 study session. The work will inform a climate element for the comprehensive plan required by state planning rules.
Why it matters: the study will supply baseline data and deliverables that feed a future comprehensive-plan element and local climate planning ahead of a 2029 deadline.
Jeremy Metzler said the city was awarded funds through the Climate Commitment Act and received a $105,000 allocation for the city for the current biennium. Metzler said staff ran a solicitation, selected Measurement as the qualified consultant and negotiated a scope of work for $85,000. Deliverables are due by June 15, 2025, he said. Metzler asked the council to authorize the contract; staff said it is grant-funded.
Council member Jeff Souther asked how frequently the city will need to repeat the work under state requirements and Metzler replied that this grant covers the first biennium and the city will reapply in the fall for additional funding to continue work toward a climate element for the comprehensive plan due by 2029.
Next steps: staff requested the contract be placed on the consent agenda at the next regular meeting for formal authorization. No vote was taken at the study session.
