Board asks Legislature to replace uniform BTS grant amount with flexible funding formula

A substitute motion proposed that BTS funding be defined by a formula or more flexible statutory language that would promote the program’s strategic mission and also meet the legislature’s budgeting needs. Deputy Superintendent of Operations Scott Jones told the board that a formula would “give us the flexibility to align the formula to do what you intended to do” and would allow adaptation to local conditions while addressing the legislature’s need for predictable budgeting.
The board restated that statutory language should both promote BTS program goals and be suitable for legislative budgeting and forecasting. The substitute motion was adopted unanimously. The board instructed staff to pursue statutory language changes that would allow a formula-based approach to BTS funding and to communicate the legislature-facing budgeting benefits when seeking changes.
