The Jim Wells County Commissioners Court approved a slate of routine and project-related items during its meeting, including approving minutes from the previous session, accepting a tax assessor’s continuing education transcript, opening engineering RFQs for a TxDOT sidewalk grant and granting final approval for a 4.405-acre subdivision near U.S. 281.
The court voted to approve the minutes from the previous meeting by voice vote. The court also accepted tax assessor and collector Maria "Mary" Lozano’s continuing education transcript for the 2024 compliance period; the item was presented as proof of required hours and approved by motion and second.
On infrastructure procurement, the court opened requests for qualifications (RFQs) for engineering services tied to the 2025 Texas Department of Transportation Transportation Alternatives Program for the Bemble sidewalk project. Multiple firms were acknowledged as having submitted preliminary applications; the court moved the submissions to a review committee for evaluation and noted the preliminary application deadline of Feb. 21. The court said it may schedule a special meeting to award the contract after the review committee’s recommendation.
The court gave final approval to a 4.405-acre tract designated Stripes Subdivision (a truck stop/convenience store) northwest of U.S. 281 Relief Route and northeast of A Street, allowing the developer to proceed with the county-level step required before city annexation.
Personnel and administrative actions approved by the court included upgrading a part-time grant administrator to full time and formally appointing Norma Salas as the county’s grant administrator; authorizing County Auditor Cindy Garcia to act as Visa administrator for Prosperity Bank; and approving payrolls and vendor bills (with specified exceptions noted by the auditor) by voice vote.
Budget changes approved included removing one secretary position (salary amount $19,010) and one cook position (salary amount $14,796) from specific general-fund line items; county staff said the funds were reallocated to cover deputy salary needs and other transfers in related line items. The court approved authorizing RFQs for the purchase and removal of a 27-by-48-foot frame building that currently serves as the precinct office for Justice of the Peace and Constable Precinct 3.
The court also authorized an interlocal agreement between the Palfurrias Police Department and the Jim Wells County Sheriff’s Office to allow cooperative operations and investigations across overlapping jurisdictional lines; the court clarified the agreement is for cooperative investigation and interdiction—not routine city-issued traffic citations in the county—and asked that any citations made outside city limits be routed to the proper justice of the peace court.
