OMB and Legislative Council say Burgum budget book available; Armstrong update due next week

Office of Management and Budget analysts summarized the executive budget materials available online, how to find detailed decision packages, grants and continuing appropriation schedules, and offered analyst access to the OMB budget system.

Stephanie Gullickson and Becky Hilleberg of OMB told the committee that the Burgum executive budget summary and detailed book are posted online with clickable tables of contents; the detailed book contains agency decision package narratives, grant schedules and trust fund status statements. Gullickson showed where legislators and staff can find the documents, and Becky demonstrated dashboard tiles for checkbook reports, daily cash balances, appropriation status and the annual comprehensive financial report (ACFR).

Becky said staff can sign legislators up for user IDs to the OMB budget system so members can run agency reports and export data. She also pointed members to an index in the detailed budget book that lists agency contacts and to continuing appropriation schedules that show beginning and ending balances by fund.

Gullickson said Governor Armstrong’s budget is scheduled for release next Wednesday; OMB will issue a purple‑sheet update comparing Armstrong’s recommendations to the Burgum proposals when that information is available. Director Joe Morrissette asked members for patience during the transition between administrations and offered OMB as a resource as agencies and staff analyze Armstrong’s proposals next week.
