Grant Gater, fiscal analyst with Legislative Council, described the office’s fiscal note process and the weekly fiscal impact report that will track bills with material budget effects.
Gater said fiscal notes are prepared by agencies at Legislative Council request after a bill or resolution is introduced and assigned to a committee. Agencies have five calendar days to return an original fiscal note and one calendar day to respond to amendment requests. A fiscal note must accompany any appropriation measure; the fiscal impact report aggregates bills with estimated impacts of $100,000 or more and lists appropriation bills (except main agency appropriation bills) for committee awareness.
The fiscal impact report will be updated weekly during session and is intended to be used alongside the budget status report when measuring total revenue and spending changes under consideration. Gater said the report released the first week covered bills filed by legislative management and agency prefiled bills that had been returned to Legislative Council by the prior Friday, and that updates will include bills moving from policy committees to appropriations and any newly requested fiscal notes when bills are amended.
Gater told members the report will be available on the Legislative Council website and that members should consult it and the budget status reports as they consider amendments and committee actions.
