Center of Hope asks planning commission to allow transfer of 225 Terracourt so nonprofit can sell property to cover shortfall

Cindy Sims, executive director of Center of Hope, addressed the commission during public comment to request that the city allow the transfer of a townhouse located at 225 Terracourt to the nonprofit so the organization can sell the property and apply proceeds toward a projected funding shortfall.
Sims said the property had been offered to Center of Hope by a contractor who, she said, is no longer pursuing the development and "just wants to be done." Sims said the contractor had indicated he might donate the townhouse or cause it to be sold at tax sale if a transfer were not approved. "I'm just pleading to y'all to, allow that transfer so we can sell it and make money for Center of Hope," Sims told commissioners.
Planning staff and the chair responded that the commission could not consider or approve a transfer at that meeting. Paul, a planning staff member, advised Sims to continue discussions with planning staff and indicated that remedying the situation could require an amendment to the original PUD; he noted outstanding PUD requirements (landscaping and other work) and that a certificate of occupancy was being withheld because those items had not been completed.
The commission did not take action on the request. Staff and the speaker agreed to continue the conversation outside the public hearing to determine the appropriate procedural steps for any future request involving the PUD and property transfer.
