Parks board hears budget through November, updates on multiple capital projects

The Fife Parks Advisory Board on Jan. 8 reviewed its financial position through November 2024 and received progress reports on a slate of capital projects affecting the city’s recreation and parks facilities.
Board members were told that through November the Aquatics Division’s revenues stood at 112.3% of budget and expenses at 99.7%, recreation revenues were 114% with expenses at 64.4%, and parks expenses at 79.2% of budget.
Those figures provide the immediate fiscal context for project work the board discussed. Staff said the roofing project at the Aquatic Center is nearly complete, with a contractor waiting to install the final material above the front louvers and a tentative final walk-through scheduled for the middle to late portion of the following week.
The community center flooring project encountered an uneven subfloor that will require self-leveling concrete before new flooring can be installed; staff said that will add cost but crews still expect to finish by the end of the week following the meeting. For the community center HVAC and kitchen work, staff reported they received initial bid documents from the consultant and hoped to go out to bid the following week to replace HVAC units and the kitchen oven/stove and hood.
On the splash pad, a sewer connection was completed after crews dug a trench through the Aquatic Center parking lot to 20th Street; staff said the trench is slated to be repaved over the Martin Luther King holiday weekend and that the splash pad remained on track for completion by the end of May.
Staff reported a pre-construction meeting had been held for the Sheffield Trail project with WSDOT and the contractor and that an exact start date remains to be nailed down; staff said end-of-May had been a prior target but an easement expiration issue could push work later, with a hope to begin in March. For Wedge Park, staff said the environmental review with Pierce County is finished and the city was awaiting a finalized funding agreement from Pierce County before publishing a construction bid.
Board members asked for timing clarifications on Sheffield Trail; staff reiterated start dates were uncertain because of temporary easement issues and that March was a hopeful but unconfirmed target.
The board took no formal policy action on the projects at this meeting; staff said some procurements and bid processes would be the next formal steps.
