Waterfront Alliance-funded banner program could add seasonal banners along Harborview
Summary
Commissioners heard an update that the Waterfront Alliance has a sponsor-funded banner program to place four seasonal themes on Harborview light poles; the alliance says the program is fully funded and can proceed without commission funding, though the commission could support or apply for grant funding if desired.

The Gig Harbor Arts Commission heard an update Jan. 8 about a banner program proposed for Harborview: the Waterfront Alliance is prepared to replace a portion of flower-basket locations with banners and has a sponsor and committee in place to operate a seasonal banner program.
A commission participant reported that the Waterfront Alliance currently manages a 75-flower-basket program and can convert some basket locations to flag or banner mounts. The alliance representative told commissioners the banner effort is fully funded by a sponsor and that the alliance’s committee will handle artist calls and rotation four times per year.
Commissioners discussed whether the commission would need to take responsibility for the program. Staff said that if the Waterfront Alliance has funding and is willing to run the program, the commission need not assume it; alternatively, if the city wanted to take over and fund the banners, the commission would bring a proposal to council depending on cost. Commissioners said the alliance can proceed independently and that the commission will stay informed.
Commissioners noted the potential connection between the banner program and the Creative Endeavor grant: banner projects could be eligible for grant funding if applicants sought support, but that would depend on the call for artists and budget.
