The Laramie County Planning Commission on an uncontested vote recommended that the Board of County Commissioners approve a zone change from LI (Light Industrial) to MU (Mixed Use) for the south 440 feet of Tract 17 in Cheyenne Irrigated Gardens.
Justin Arnold, Laramie County Planning and Development, told the commission the application would separate residences from the remainder of an existing towing business and that the business would remain zoned LI. "Based on the evidence provided, staff finds that a) this application does meet the criteria for a zone map amendment pursuant to section 1-2-103 subsection B of the LCLUR and b) the proposed change in zone district is in conformance with the requirements of section 4-2-111 of the LCLUR," Arnold said.
The property considered is about 0.36 acres at the northwest corner of Avenue D and Persons Road. Arnold said surrounding zone districts include planned unit development, medium-density residential, and City of Cheyenne agricultural designations. Public notice and certified neighbor letters were sent and staff reported receiving no written comments from adjacent landowners.
The commission received no public comment and no agency objection that remained unresolved at the time of the hearing. A commissioner moved to adopt staff findings A and B and to recommend approval to the Board of County Commissioners with no conditions; the motion passed on a roll call of Commissioners Stottle (yes), Tafoya (yes) and Chairman Coy (yes).
The recommendation now goes to the Laramie County Board of Commissioners for final action. The staff report cited Laramie County Land Use Regulations and found the proposal consistent with the county comprehensive plan's Urban-Rural Interface designation for the area.
