Burnsville council adopts ordinance establishing 2025 fees and charges; discretionary fees rise 3%

The Burnsville City Council adopted an ordinance establishing the city’s 2025 fees and charges schedule after a public hearing in which no members of the public spoke.
"The item before you tonight is adoption, adoption of the ordinance establishing the 2025 fees and charges schedule," said Deputy City Manager and CFO Jenny Rody as she presented the ordinance and noted the schedule had been discussed at a September work session and incorporated into the 2025 budget.
Rody told the council that many fees are determined by statute, city ordinance or agreements; utility rates follow the city’s utility rate study; and discretionary fees were increased by 3 percent. She invited questions; none were asked during the meeting.
Following the presentation and the close of the public hearing, a council member moved to approve the ordinance, another member seconded, and the council approved the ordinance by a voice vote. The meeting record shows the motion carried by voice vote; no roll-call tally or individual member votes were recorded in the transcript.
The council also approved a multi-item consent agenda by voice vote earlier in the meeting. City staff reported no emergency items. The meeting adjourned after the ordinance vote.
