City leaders on Jan. 6 took related actions on special assessments tied to the 18th Avenue reconstruction project, authorizing appropriation of assessment revenues in the Finance Committee and approving a council resolution that clarifies town properties will not be billed at this time.
At the Finance Committee, staff described a resolution "to authorize appropriation for assessment revenue that will come from property owners along the 18th Avenue project," noting the measure is similar to one used for an earlier phase of the project and is needed so funds from property owners can be received into the correct city account. The committee approved the resolution by voice vote.
On the Common Council agenda, city staff explained a resolution "canceling certain Town of West Bend special assessments for the reconstruction of 18th Avenue between Paradise and Vogt Drive." Staff said town properties were not intended to be assessed and that the council must explicitly clarify they are not being billed now; the council approved the resolution by voice vote.
Why it matters: The two actions together address accounting and fairness questions on who will be charged for the work and where assessment revenues will be appropriated. Staff said there is a separate statutory process required to bill town properties, and that the current resolutions ensure town parcels are excluded from current assessments while the city proceeds with assessments for city‑owned parcels.
