Sandpoint opens five bids for Bridge Street retaining wall project

Heather Faircloth, grants, contracts and procurement officer for the City of Sandpoint, opened five sealed bids for Bid No. 25-3170-2, the 2025 Bridge Street Bridge Street retaining wall project, and recorded each bidder’s base bid without announcing an award decision. "Good afternoon, and thank you for attending the City of Sandpoint's public bid opening for bid number 25Dash3170Dash2 for the 2025 Bridge Street retrain retaining wall project," Faircloth said. She added a recording "will be available on the solicitations page within 24 to 48 hours."
The bids opened and base amounts recorded were: La Riviera Incorporated — $399,977; Big Sky Idaho — $396,372.50; J7 Contracting Incorporated — $410,234.00; Knife River — $405,000.00; and Stewart Contracting Incorporated — $428,285.00. City staff confirmed that addenda 1 and 2 had been acknowledged and that bid bonds, public works contractor license numbers and subcontractor disclosure forms were included where required.
City staff present or identified at the opening included Heather Faircloth; Eric Busch, project manager; Rachel McKinley, project manager; and Cheryl Hughes, director of central services. Austin Paul of the Parks Department also joined the meeting. Representatives for several bidders were present virtually for some submissions; where no individual was named on the record, the city noted the company’s bid and required documentation were received.
The opening was limited to recording and publicly reading or confirming the bid amounts and the completeness of bid documentation; no discussion of award, contract terms or contractor selection occurred during the session. Faircloth said the city would upload the bid documents and recording promptly. The city did not announce a schedule for evaluating bids or awarding the contract during the opening.
Next steps generally include city review of bid compliance and record checks before any award decision; the procurement officer did not provide an award timeline during the public opening.
