The Planning Commission voted to deny a private future‑land‑use amendment request known as West End Crossing. The applicant sought to change three parcels totaling 5.93 acres at the southeast corner of Northlake Boulevard and Seminole Pratt Whitney Road from Rural Residential 2.5 (one unit per 2.5 acres) to Commercial Low to permit an MUPD with retail, a restaurant with drive‑through and a 12‑fuel gas station concept.
Bryce Van Horn of the county Planning Division presented the staff analysis and recommended denial. Staff found the site's net developable area is only about 4.3 acres (the remainder is road right‑of‑way) and said the applicant’s justification relied on high trip‑generating vehicular uses directly adjacent to single‑family homes. Staff concluded the amendment did not meet the neighborhood‑plan or Western Northlake Corridor study recommendations and was not compatible with the exurban tier’s location and compatibility criteria.
Several neighbors testified in opposition, citing the Acreage Neighborhood Plan language that recommends prohibiting petroleum facilities within the Acreage unified planning area, concerns about traffic, insufficient infrastructure, and impacts to the rural character. Applicant representatives argued the area has changed since the plan and that the intersection and nearby growth justify commercial low; they also offered a conceptual site plan that included a six‑foot opaque wall, 60–70 foot buffers to adjacent homes and tree preservation areas.
After extended discussion about compatibility, precedent and traffic/stormwater mitigation, Commissioner Rick Stopeck moved to accept staff's recommendation to deny the amendment; Commissioner Glenn Groman seconded. The commission voted 8–4 in favor of denial. Commissioners Angela Van, Michael Cuevas, John Carr and Brian Stenberg voted against the denial (i.e., supported transmittal). The chair noted the Board of County Commissioners will receive the staff report and the Planning Commission recommendation.
