OMB presents Burgum executive budget book; Armstrong recommendations to follow next week

Morrissette said OMB will appear for a formal presentation next week after the Armstrong administration finalizes its recommendations; OMB staff cautioned that some agencies will be in a temporary position until the new administration’s numbers are released. He introduced the OMB analysts who will support the legislature and emphasized willingness to provide additional documents or briefings as needed.
Stephanie Gullickson described where the Burgum executive budget book and the detailed 3,300‑page agency request document are posted on OMB’s website and showed that decision packages, continuing appropriation schedules and agency grant lists are available online for committee review. Becky Hilleberg demonstrated financial‑transparency tiles on the OMB site including the checkbook and the annual comprehensive financial report (ACFR) and noted that staff can provide user accounts and training to members who want to run agency reports directly in OMB’s budget system.
Morrissette and staff reiterated they will publish updated materials when Governor Armstrong’s recommendations are available and invited members to use OMB staff as a resource for budget analysis during both division and full committee hearings.
