Greenville City Council on Jan. 9 approved a joint contract with Greenville Utilities Commission to hire Miller3 Consulting to conduct an 18-month MWBE disparity study of the city and GUC contracting practices.
Tish Williams, business development manager, told the council the city received six proposals and convened a six-member evaluation committee; Miller3 was selected for its long experience, including conducting the first disparity study in the United States in 1988. The total contract amount is $460,098 with Greenville Utilities Commission contributing $100,000.
Miller3's approach couples quantitative procurement data analysis with qualitative outreach. "We are looking at what happens with the city of Greenville contracts as well as Greenville Utilities Commission contracts," Miller3 CEO David Miller said. The firm described planned steps: data collection and validation, community outreach and focus groups, a disparity analysis, and a final report with recommendations.
Council members asked about post-study implementation. Miller3 and staff said the study itself is diagnostic; any policy changes would be the council's and the utilities commission's responsibility. City manager and procurement staff plan periodic updates to council as milestones are reached.
Council approved the contract; staff said the project could start next month.
