State board adopts model charter contract and approves six new charter actions

The Iowa State Board of Education on Jan. 9 approved a department-drafted model charter contract and voted to authorize multiple charter applications, including Davenport Prep, Distinctive Innovation Academy, Great Oaks High (career center) and Horizon Science Academy Davenport, and to approve Red Barn Schoolhouse in Crescent.

Board members said the contract is intended to clarify rights and responsibilities between the state as authorizer and individual charter holders while preserving statutory protections. Department counsel Thomas Mays described the template as an attempt to strike a “Goldilocks” balance of detail — specific enough to govern preopening conditions, reporting and accountability, but not so prescriptive that it removes operational autonomy from school leaders.

The board heard a separate work session from the National Association of Charter School Authorizers (NACSA) on the role of authorizers.
