At a Delaware Valley SD school board meeting, Dr. Billen opened a first review of a group of district policies and answered questions about the professional education plan and how the public can inspect it.
Board members were presented a “fairly extensive list of policies” that are being reviewed, largely as part of routine five‑year reviews, and were told the “vast majority of these policies do not have recommended changes,” Dr. Billen said. He asked board members to review the items and bring questions to the next meeting.
The superintendent’s office explained that the district’s professional education plan is on a three‑year cycle and that the plan must be made available for public inspection “in the district’s administrative offices at the nearest public library for a minimum of 28 days” prior to approval and submission to the secretary of education, Dr. Billen said. The board was told the plan was included in the district’s most recent comprehensive plan and had been made available previously in that way.
Board members were advised that if there are no outstanding questions, the superintendent’s office would seek board approval at the February voting meeting; if substantive questions remain, the item could be held into March for further discussion. "We would look to approve these at the February voting meeting if possible," Dr. Billen said.
Board members asked for clarification on the timing of cycles for related plans (professional development, safe schools, special education) and were told those plans have different start and end dates and that the district believes it is in the second year of a three‑year cycle for the professional education plan.
Next steps listed by staff included continued review by board members, availability of the professional education plan for public inspection per the stated timeline, and formal approval at a future voting meeting if no further comments are raised.
The board did not take any formal votes on policy changes at this meeting; discussion was framed as a first review and direction to study the materials ahead of the February voting meeting.
