The Smyrna Municipal Planning Commission on Jan. 9, 2025 approved a site plan for a rebuilt Murphy USA convenience store and enlarged fueling canopy within the Walmart parking lot off Enum Springs Road East.
Staff presented the proposal as a demolition of the existing structure and construction of a new roughly 1,400-square-foot building and a larger canopy (approximately 5,658 square feet) serving 12 fuel pumps (up from the existing eight). The proposed vehicle use area, parking, and landscaping meet town minimums as presented; staff reported 3,169 square feet of landscaping shown versus the required 1,487 square feet, and 18 parking spaces shown where 14 were required, including one ADA space.
Staff recommended approval with remaining comments, chiefly a requirement to submit percentage breakdowns of exterior materials for each wall face and the building in total. Presenters noted the architectural elevations submitted to staff showed a mix of brick, glazing and architectural composite metal (ACM) panels; staff said the metal percentage appeared likely to exceed ordinance limits unless the applicant demonstrates otherwise. Staff also flagged the need for state permits if underground fuel tanks are relocated and routine utilities review comments.
Commissioners asked whether tanks would move (staff said the canopy appears in a similar position and tanks likely remain in place but state permitting would be required if relocation occurs), and confirmed truck delivery and trash-truck access were arranged for the proposed dumpster location. The commission voted to approve the site plan with staff comments; the transcript records voice approval but does not list a numeric vote tally.
