MONROE — The Monroe Planning Commission voted Dec. 9 to adopt findings of fact for the Phase 1 code cleanup and recommended that the Monroe City Council approve amendments to the Monroe Municipal Code, including changes to MMC Title 22 (Unified Development Regulations) and MMC 5.48 related to licensing and zoning of [redacted]‑oriented businesses.
The recommendation follows a staff review and a State Environmental Policy Act (SEPA) determination of nonsignificance. "As part of the code amendment process, we have done a notice of application and a SEPA determination of nonsignificance. And through that whole process, we have not received any public comments on any of the proposed code amendments," Leanne, planning staff, said during the meeting.
Commissioner Melanie moved the adoption. In her motion she said: "I move that the planning commission adopt these findings of fact and conclusions, authorize the chair of the planning commission to sign the findings of fact on behalf of the commission and recommend that the Monroe City Council approve the amendments to MMC Title 22, Unified Development Regulations, and MMC 5.48, licensing zoning of ******** oriented businesses." A second was requested and the commission voted in favor; the chair declared the motion passed.
Commissioners present at the meeting included Blair, Bull, Dawkins, Lockhart, Lowe, Nugent and Petrino. After the commission vote, staff confirmed Leanne will present the amendments at a public hearing before the Monroe City Council the following evening.
Why it matters: The Phase 1 cleanup adjusts the city’s development regulations and a specific licensing/zoning section in MMC 5.48; the commission’s action forwards the proposed amendments to the City Council for final consideration. Staff told commissioners the SEPA review produced a determination of nonsignificance and that no members of the public submitted comments during the application period.
Next steps: Leanne will appear at the City Council public hearing to present the amendments; the council will make the final decision on whether to adopt the code changes.
