Human Services committee approves final reporting report; one member abstains

The Human Services Committee approved a final report on the statewide repair-request reporting process by voice vote, with Farrah making the motion and Michelle seconding. One committee member abstained, saying they would not vote until updated reports were confirmed in the final draft.

Committee members and provider representatives spent most of the meeting reviewing a proposed reporting form tied to statutory reporting requirements. Staff displayed a draft form and providers raised several formatting and data-collection concerns, including how the form records response times and whether the law’s required breakdowns (minimum, maximum and average times broken out by location) are practicable without manual data manipulation.

The form as shown on screen included fields for the reporting period (for example, “July 1 to Dec. 31”), percentage compliance for callback timelines, and transaction-cycle timelines for repairs and parts orders. Provider representatives said the form’s layout made some fields confusing and recommended moving or hiding fields that would be difficult to populate automatically. One provider said the form should show “percentage of total met” for callback compliance and that location-by-location minimum/maximum/average figures would require manual processing of records.

Sheldon, speaking as staff, said the committee could accept amended data in any format the providers submit and that the committee’s priority was to include the most recent data in the final report. He offered to accept amended data and consolidate it into the committee report for the Friday deadline. Chandra, the committee clerk, said she is leaving the Legislature and that Brianne Clifton will take over as the human services committee clerk.

During the vote to accept the report in its edited form, one committee member abstained, saying, “I’m gonna abstain until I know that the updated reports are in the final. That’s the only reason why I’m abstaining.” The motion carried by voice vote with no opposition recorded on the transcript.

The committee also agreed to continue refining the reporting form before the next meeting; several providers said they will prepare amended datasets and submit them to staff for inclusion in the final report. Staff said they will circulate the finalized report to committee members after incorporating those updates.

The committee plans to meet monthly and, while the legislative session begins, will likely hold meetings by Zoom; members agreed to explore moving the monthly meeting to Wednesdays to avoid conflicts with the Human Services Committee’s Tuesday/Thursday statutory hearing schedule.
