The Idaho Senate on Jan. 10, 2025 received notices of multiple gubernatorial appointments from Gov. Brad Little and referred each nominee to the appropriate standing committees for review, Senate President Scott Bedke announced.
The notices, read into the record, named appointees and reappointments to boards and commissions including the Idaho Endowment Fund Investment Board, the Treasure (Treasures) Investment Advisory Board, the Board of Environmental Quality, the Idaho Water Resource Board, the Lottery Division director post, the State Board of Correction and the Public Charter School Commission. The president also announced referrals of each appointment to committees that will consider confirmation.
The referrals came during the "messages from the governor" portion of the Senate session. "The roll call shows 27 present with 8, absent," President Scott Bedke said as the chamber opened its business. The secretary read multiple letters from the governor listing appointments and reappointments; each letter included the appointee's name, the position and the term dates when specified.
Key notices read into the record included: Thomas J. Wilford of Boise, reappointed to the Idaho Endowment Fund Investment Board (term beginning March 12, 2023, expiring April 11, 2027); Patricia Perkins of Boise, reappointed to the Treasure[s] Investment Advisory Board (term beginning July 1, 2024, expiring July 1, 2028); Craig Hill of Priest Lake, reappointed to the Lake Pend Oreille Basin Commission (term beginning July 24, 2024, expiring July 24, 2027); Trevor Sparrow of Pierce, appointed as the health and social services ombudsman (term commencing December 9, 2024); Mark Gibbs of Grace, reappointed to the Idaho Water Resource Board (term commencing January 1, 2025, expiring January 1, 2029); Elizabeth Elroy of Meridian, reappointed to the Board of Environmental Quality (term commencing July 1, 2024, expiring July 1, 2028); Lance Boylan of Kellogg, appointed to the Board of Environmental Quality (term commencing December 1, 2024, expiring July 1, 2028); Dean Stevenson of Paul, reappointed to the Idaho Water Resource Board (term commencing January 1, 2025, expiring January 1, 2029); Andrew Rulanandam of Boise, appointed as director of the Idaho Lottery Division (term commencing August 23, 2024) and to the state liquor division (term commencing August 23, 2024); Lisa Palos of Jerome, appointed to the Charter School Commission (term commencing October 10, 2024, expiring May 12, 2028); Dennis Lakeham of Idaho Falls, appointed to the Board of Environmental Quality (term commencing December 1, 2024, expiring July 1, 2028); Luke Malik of Coeur d'Alene, appointed to the State Board of Correction (term commencing January 30, 2025); and Wanda Quinn of Coeur d'Alene, reappointed to the Public Charter School Commission (term commencing May 12, 2024, expiring May 12, 2028). The notices stated that the appointments are "subject to confirmation by the Senate."
President Bedke announced how the Senate will handle referrals: Thomas J. Wilford's appointment will be referred to the State Affairs Committee; Patricia Perkins' appointment to State Affairs; Craig Hill and Dean Stevenson to the Resources and Environment Committee; Trevor Sparrow and Dennis Lakeham to the Health and Welfare Committee; Andrew Rulanandam to State Affairs; Lisa Palos and Wanda Quinn to the Education Committee; and Luke Malik to the Judiciary and Rules Committee. The secretary filed the appointment notices in the office of the secretary as part of the record.
Aside from the gubernatorial messages and routine committee referrals, the Senate convened with an opening prayer by chaplain Doug Armstrong and the pledge of allegiance led by Paige Cleaver. Senator Cook introduced a former page in the gallery. Senator Zito was formally noted as present during reading and correction of the journal. Senator Lori Denhartauge moved to adjourn the Senate until 11 a.m. Monday, Jan. 13, 2025; a senator seconded the motion and the presiding officer declared by voice vote, "The ayes have it. We'll see you next Monday at 11 a.m." The Senate adjourned at the close of the Jan. 10 session.
No committee took confirmation votes on any appointee during the Jan. 10 session; the letters were entered and referrals made for committee consideration in subsequent meetings.
